제1조(목적) 본회 정관 제4조 제3항의 사업 중 연구의 장려를 위하여 연구윤리위원회(이하 “위원회”라 칭함)를 둔다.
제2조(업무) 연구윤리 관련업무란 본회와 관계가 있는 연구윤리에 관련된 모든 사업을 지칭하며, 그 세부 사항은 다음과 같다.
  1. 연구윤리의 강령, 규정 또는 지침의 제정 및 개정 업무
  2. 연구윤리 강령 등을 위반하는 사안 발생시, 사안을 조사하고 처리하는 업무  
  3. 기타 이사회에서 위임하거나 회장이 의뢰하는 연구윤리에 관련된 업무
제3조(권한) 위원회는 연구윤리 관련 사업을 관할하며, 필요시 대외적으로 본회를 대표한다.
제4조(구성) 위원회의 구성은 다음과 같다.
  1. 위원장은 이사회의 동의를 받아 회장이 위촉한다.
  2. 위원회는 위원장을 포함하여 5인 이내로 구성한다.
  3. 부위원장은 2인을 두며, 당해 연도 기획부회장은 당연직 부위원장이 된다. 
  4. 부위원장 1인과 위원은 위원장의 제청에 따라 회장이 위촉한다.
제5조(소위원회) 위원회는 필요시 임시 소위원회를 구성하여 사업을 추진할 수 있으며, 소위원회의 위원은 소위원회 위원장을 포함하여 5인 이내로 구성한다.
  1. 소위원회 위원장 및 위원은 위원회 위원장이 위촉한다.
  2. 위원회 위원장은 소위원회를 구성하였을 시, 즉시 이를 회장에게 보고하여야 한다.
  3. 소위원회는 사안이 종결되는 시점에 자동으로 해산한다. 
제6조(의무) 위원회 및 소위원회는 제기된 사안을 신속・정확하게 처리할 의무가 있으며, 업무 수행과정에서 취득한 제반 사항에 관해 비밀을 유지하여야 한다.
제7조(보고) 위원회는 업무수행 결과 얻어진 결론 또는 건의사항을 즉시 회장에게 보고하여야 하며, 결정이 필요한 사안의 경우에는 회장의 요청에 의해 이사회에서 의결한다.
제8조(해산 및 임기) 위원회 및 위원의 임기는 다음과 같다.
  1. 위원회의 해산은 이사회의 결정에 의한다.
  2. 위원장 및 위원의 임기는 2년으로 하며 연임할 수 있다.
제9조 본 규정에 명시되지 아니한 사항은 이사회의 의결에 따른다.
부  칙
1. 본 규정은 이사회에서 승인된 날부터 시행한다.
2. 초대 연구윤리위원장 및 위원의 임기는 2009년 12월 31일까지로 한다.

제1장   총  칙
 
제1조(목적) 이 내규는 대한화학회(이하 “학회”라 함) 윤리위원회 규정 제2조에 따라 연구윤리위원회 업무에 관한 세부사항을 규정함을 목적으로 한다.
제2조(적용대상) 이 내규는 학생회원을 포함한 학회의 모든 회원, 논문 투고자·심사위원·편집위원, 학회가 주관하는 사업 관련자에 적용된다.
제3조(적용범위) 이 내규는 다른 법적 규정이 있는 경우를 제외하고는 연구윤리에 관한 일반적 지침을 제공한다.
 
제2장 연구부정행위
 
제1절 연구부정행위
 
제4조(연구부정행위의 범위) 이 내규에서 고려하는 연구부정행위(이하 “부정행위”라 함)는 연구의 제안, 수행, 결과 보고 및 발표 등에서 행하여진 위조·변조·표절, 부당한 논문저자 표시, 중복연구, 중복게재, 공적 허위진술, 혹은 부정행위 관련 조사의 방해나 제보자에 대한 위해 행위 등을 말한다.
제5조(연구부정행위의 정의)
  ① “위조”는 존재하지 않는 데이터나 연구결과 등을 허위로 만들어 내는 행위를 말한다.
  ② “변조”는 연구 재료·장비·과정 등을 인위적으로 조작하거나 데이터를 임의로 변형·삭제함으로써 연구 내용이나 결과를 왜곡하는 행위를 말한다.
  ③ “표절”이라 함은 타인의 아이디어, 연구내용·결과 등을 정당한 승인 또는 인용 없이 도용하는 행위를 말한다.
   1. (아이디어 표절) “아이디어 표절”이라 함은 창안자의 공적을 인정하지 않고 전체나 일부분을 그대로 또는 피상적으로 수정해서 그의 아이디어(설명, 이론, 결론, 가설, 은유 등)를 도용하는 행위를 말한다. 저자는 통상 각주 또는 참고인용의 형태를 통해 아이디어의 출처를 밝힐 윤리적 책무가 있고, 타인의 연구제안서 및 기고 원고에 대한 동료 심사 등을 통해 알게 된 타인의 아이디어를 자신의 연구에 사용해서는 안 된다.
   2. (원문 표절) “원문 표절”이라 함은 저자를 밝히지 않고 타인이 저술한 텍스트, 수식, 그림, 표, 사진 등의 일부를 복사하는 행위를 말한다.   
   3. (모자이크 표절) “모자이크 표절”이라 함은 타인이 저술한 텍스트, 수식, 그림, 표, 사진 등의 일부를 조합하거나, 내용을 추가 또는 삽입하거나, 단어를 동의어로 대체하여 사용하면서 원저자와 출처를 밝히지 않는 행위를 말한다.  
   4. (자기 표절) “자기 표절”이라 함은 저자 자신의 과거 출판물 등을 사용하면서 그 출처를 밝히지 않는 행위를 말한다.  
  ④ “부당한 논문저자 표시”는 연구내용 또는 결과에 대하여 과학적·기술적 공헌 또는 기여를 한 사람에게 정당한 이유 없이 논문저자 자격을 부여하지 않거나, 과학적·기술적 공헌 또는 기여를 하지 않은 자에게 논문저자 자격을 부여하는 행위를 말한다.
  ⑤ “중복연구”는 동일한 내용의 연구로 두 개 이상의 연구 과제를 수행하여 동일한 연구결과를 발표한 행위를 말한다.
  ⑥ “중복게재”는 동일한 내용의 논문을 둘 이상의 학술지에 발표한 행위를 말한다.  
   1. 이미 출간된 본인 논문과 주된 내용이 동일하다면 후에 출간된 본인 논문의 본문이 다소 다른 시각이나 관점을 보여주는 텍스트를 사용하거나 이미 출간된 동일한 데이터에 대한 다소 다른 분석을 포함하더라도 중복게재에 해당한다.
   2. 독자층을 넓히려는 “2차 출판”의 경우, 대한화학회를 포함한 두 학술지 편집인이 모두 2차 출판에 대해 동의해야 한다. 1차출판과 2차 출판 사이에는 1주 이상의 시차가 있어야 하고, 두 출판물의 저자는 같아야 한다. 2차 출판물에서는 각주 등을 통해 2차 출판 사실을 밝히며 1차 출판물에 관한 상세한 정보를 제공해야 한다. 한 언어로 출간된 논문을 다른 언어로 번역하여 다른 학술지에 출간하는 경우도 2차 출판에 해당하므로 같은 조건을 만족해야 한다. 
   3. 연구 단계에 따라 초기 성과를 대한화학회를 비롯하여 관련학회 학술대회에서 우선 발표하고 나중에 완성도를 높여 작성한 논문을 대한화학회를 비롯하여 관련학회 학술지에 투고하는 것은 허용된다.   
  ⑦ “공적 허위진술”은 본인의 학력, 경력, 자격, 연구업적 및 결과 등에 관하여 허위진술을 하는 행위를 말한다.
제6조(비윤리적 연구행위) 다음의 행위는 윤리적으로 부적절한 연구행위에 해당한다.
  ① 공동연구의 사실을 적절한 방식으로 알리지 않고 학회나 세미나에서 발표하는 행위
  ② 적절한 검증절차를 거치지 않고 언론 등을 통해 연구결과를 발표하는 행위
  ③ 연구비를 지원받으려는 목적 등으로 연구결과의 해석이나 기대효과에 관한 진실을 왜곡하는 행위
 
제2절 부적절한 집필행위 
 
제7조(부적절한 집필행위) 다음의 행위는 부적절한 집필행위에 해당한다. 
  ① 부적절한 출처 인용
  ② 참고문헌 왜곡
  ③ 출간논문을 인용하면서 초록 등에 의존하는 행위
  ④ 읽지 않거나 이해하지 못한 저술의 출처 인용
  ⑤ 하나의 출처로부터 집중적으로 차용하면서 부분적으로만 출처를 밝히는 행위
  ⑥ 원문의 재활용 행위
  ⑦ 연구업적을 부풀릴 의도로 하나의 논문으로 게재되었어야 할 연구결과를 여러 편의 논문으로 분할하여 게재하는 행위
제8조(참고문헌의 왜곡금지)
  ① 참고문헌은 논문의 내용과 직접적으로 관련이 있는 문헌만 포함해야 한다.
  ② 자신의 데이터 또는 이론에 유리한 문헌만을 편파적으로 참고문헌에 포함해서는 안 되며, 자신의 관점과 모순될 수 있는 문헌도 인용할 윤리적 책무가 있다.
제9조(원문의 재활용)  
  ① “원문의 재활용”이라 함은 저자가 자신의 다른 저술에서 이미 사용했던 텍스트, 수식, 그림, 표, 사진 등의 일부를 그대로 다시 사용하는 것을 말한다.
  ② 텍스트를 재활용할 때는 인용부호를 사용하거나 적절한 환문을 하는 등 표준적 인용 관행에 따라야 하며, 저작권 침해가 발생하지 않도록 하여야 한다.
제10조(기타 부적절한 집필행위) 다음 각 항의 행위는 부적절한 집필행위에 해당한다.
  ① 저자의 데이터 또는 관점에 부합하지 않는 중요한 관련 증거를 보고하지 않거나 독자에게 알리지 않는 행위 
  ② 방법론상 또는 통계상의 결함이나 기타 다른 유형의 결함이 있는 연구를 입증의 근거로 인용하는 행위
  ③ 다른 연구자들이 연구결과를 독자적으로 재현할 수 없도록 표본설계를 포함한 연구방법을 의도적으로 왜곡하거나 불분명하게 기술하는 행위
 
제3장 출판 윤리
 
대한화학회와 한국학술단체 총연합회의 연구윤리 지침에 따른다. 
 
제4장 연구진실성 검증
 
제1절 검증 절차
 
제11조(검증 절차) 학회 학술지에 게재 또는 투고된 논문이나 학회 회원의 연구진실성에 관한 문제가 제기되면 학회는 다음의 절차를 거친다.
  ① 학회 사무국은 부정행위에 관한 제보를 접수한다. 제보는 서면, 구두 또는 on-line 상으로 제출을 하되 실명을 원칙으로 한다.
  ② 사무국은 제보자에게 접수 사실을 알리고, 제보 내용을 윤리위원회에 보낸다.
  ③ 윤리위원회에서는 제보 접수 후 4주 이내에 회의를 열어 제보 내용을 심의한다. 제보 내용이 단순한 견해 차이에서 비롯된 것으로 판단하면 제보자에게 심의 결과를 알리고, 심의를 종료한다. 제보자는 관련 자료를 보완해 4주 이내에 1회에 한해 재심의를 요구할 수 있으며, 재심의 요청이 타당하다고 판단되면 윤리위원회는 한 차례 더 심의할 수 있다.
  ④ 윤리위원회에서 제보 내용을 검증할 필요가 있다고 판단하면, 4주 이내에 조사 소위원회를 구성하고 이 사실을 제보자에게 알린다.
  ⑤ 조사 소위원회는 조사 결과를 윤리위원회로 보낸다. 조사 기간은 8주를 넘기지 않는다.
    1. 윤리위원회는 조사 소위원회 조사 결과를 심의·판정하고 이를 제보자와 피조사자에게 알린다. 제보자와 피조사자는 4주 이내에 관련 자료를 보완해 1회에 한해 재조사를 요청할 수 있다. 재조사 요청이 타당하다고 판단되면 윤리위원회는 조사 소위원회에서 한 차례 더 조사하도록 할 수 있다.
    2. 데이터 위조나 변조 등의 부정행위가 있었는지를 피조사자 소속연구기관의 조사를 통해서만 판정할 수 있다고 판단되면, 학회 사무국은 제보자에게 이 사실을 알린다. 이때 제보자는 학회로 하여금 해당연구기관에 대신 제보해달라고 요청할 수 있다.  
  ⑥ 윤리위원회는 판정결과를 개최 예정인 차기 이사회에 보내고, 이사회의 결정에 따라 다음과 같이 조치한다.
    1. 부정행위가 있었다고 판단되면, 피조사자를 징계하고 이 사실을 피조사자의 소속기관에 알린다.
    2. 징계 내용은 경고, 논문 투고 금지, 논문 철회, 회원 자격 정지 등을 포함하고, 징계 기간은 부정행위의 정도에 따라 정한다.
    3. 제11조 5항 2호에 따라 제보자가 학회로 하여금 피조사자 소속기관에 제보해주기를 요청할 때, 이를 받아들일지 결정한다. 피조사자의 부정행위 여부를 소속연구기관에서 정밀 검증할 필요가 있다고 판단되는 상황에서 해당기관이 익명제보를 접수하지 않고 제보자가 실명으로 제보하기 어려운 처지에 있을 때, 학회 이름으로 대신 제보하기로 할 수 있다.
 
제2절 제보자 및 피조사자의 권리 보호
 
제12조(제보자의 권리 보호)
  ① 제보자는 부정행위를 인지한 사실 또는 관련 증거를 학회에 알린 자를 말한다. 제보자가 자신의 무고를 입증하려는 목적으로 제보할 수도 있으며, 이때 제보자는 피조사자 신분이 된다.
  ② 제보자는 서면이나 전자우편으로 제보할 수 있으며, 실명으로 제보함을 원칙으로 한다. 단, 익명 제보의 경우, 연구과제명 또는 논문명, 구체적인 부정행위의 내용과 증거를 포함하여 제보해야 한다.
  ③ 학회는 제보자가 공개되지 않도록 제보자 신상정보를 철저히 보호한다. 제보자가 부정행위 신고를 이유로 징계 등 불이익, 부당한 압력 또는 위해 등을 받지 않도록 보호해야 할 의무를 지니며 이에 필요한 대책을 마련하여야 한다.
  ④ 제보자가 부정행위의 신고 이후에 진행되는 조사 절차 및 일정 등에 대하여 알려달라고 요구할 때, 학회는 이에 성실히 응하여야 한다.
  ⑤ 제보 내용이 허위인 줄 알았거나 알 수 있었음에도 불구하고 이를 신고한 제보자는 보호 대상에 포함되지 않는다.
제13조(피조사자의 권리 보호)  
  ① 피조사자는 제보 또는 학회의 인지에 의하여 부정행위의 조사 대상이 된 자 또는 조사 수행 과정에서 부정행위에 가담한 것으로 추정되어 조사의 대상이 된 자를 말하며, 조사과정에서의 참고인이나 증인은 이에 포함되지 아니한다.
  ② 학회는 부정행위 여부에 대한 검증이 완료될 때까지 피조사자의 명예나 권리가 침해되지 않도록 하며, 부정행위가 없었던 것으로 판명된 피조사자의 명예회복을 위해 노력하여야 한다.
  ③ 부정행위에 대한 혐의는 판정 결과가 확정되기 전까지 외부에 공개되어서는 안 된다.
  ④ 피조사자가 부정행위 조사·처리 절차 및 처리 일정 등에 대해 알려달라고 요구할 때, 학회는 이에 성실히 응하여야 한다.
 
제3절 조사 소위원회 구성과 권한
 
제14조(조사 소위원회 구성 원칙)
  ① 조사 소위원회는 5인 이내의 위원으로 구성함을 원칙으로 한다.
  ② 조사위원은 회원이어야 하며 위원장 및 위원은 윤리위원회장이 위촉한다. 다만, 특정 전문가의 참여가 필요하다고 판단되는 경우 비회원을 조사위원으로 임명할 수 있다.
  ③ 조사 소위원회 위원장은 위원의 호선으로 선출한다.
제15조(조사 소위원회의 권한·활동)
  ① 조사 소위원회는 조사 과정에서 제보자·피조사자·증인 및 참고인에 대하여 진술을 위한 출석을 요구할 수 있으며 이 경우 피조사자는 반드시 응하여야 한다.
  ② 조사 소위원회는 피조사자에게 연구노트 등의 자료를 제출하도록 요구할 수 있다.
  ③ 조사 소위원회는 부정행위 의혹이 있는 피조사자에게 적절한 방법으로 소명 기회를 부여해야 한다.
  ④ 조사 소위원회는 윤리위원회에 사실로 판정된 부정행위에 대하여 적절한 제재 조치를 건의할 수 있다.
  ⑤ 조사 소위원회는 조사결과를 서면으로 제출해야 한다.
제16조(기타) 이 내규에서 규정하지 않은 사항은 학회의 관련 내규를 따르고, 그 밖의 사항은 학회 이사회에서 논의하여 결정한다.
 
부칙
  ① 이 내규는 제정된 날로부터 시행한다.
 
 이 내규는- 고려대학교, 연구진실성 확보를 위한 연구윤리지침, 2007- 과학기술부, 연구윤리확보를 위한 지침, 2007- 서울대학교, 연구윤리 가이드라인- IEEE Publication Services and Products Board Operations Manual, 2006- International Committee of Medical Journal Editors, Uniform Requirements for Manuscripts Submitted to Biomedical Journals: Writing and Editing for Biomedical Publication 등을 참고로 하여 제정되었다.

전문
대한화학회 회원은 화학인들이 학회 및 연구 행위가 진리의 탐구로 자연현상의 원리를 이해하고, 이 원리를 이용하여 새로운 기술혁신을 도모하고 인류의 행복과 생활수준의 향상, 사회의 진보, 자연환경의 보존에 공헌하는데 기여하여 왔음을 깊이 인식하고 있다. 또한 화학과 관련된 지식과 기술을 발전시킴에 있어 주도적 역할을 하는 전문직 종사자로서의 특권을 가질 뿐 아니라 책임 또한 큼을 자각한다. 
 
따라서 회원은 사회와 환경에 대한 역할과 책임이 크다는 것을 깊이 인식하고, 연구 및 지적활동을 수행하는 과정에서 성실, 명예 및 존엄을 갖고 행동하며, 자기의 지식, 기술 및 인격을 연마하고 자연을 보존하고 쾌적한 환경의 실현을 위해 최선을 다하여 함을 공감한다. 그러나 시대의 변화에 따라 과도한 경쟁, 이해상충의 증가, 외부요인에 의한 순수한 학문연구에 대한 개입 등의 화학인의 품위를 유지하기 어려운 환경요인이 증가하고 있음도 주지의 사실이다. 이러한 상황에도 불구하고 화학인은 학문의 순수성 유지와 인류복지 및 쾌적한 환경조성에 기여라는 목표를 위해 진실하고 보편적인 행동규범을 준수할 책임과 의무가 있음을 확인한다.
이에 대한화학회는 다음과 같이 화학인이 지켜야 할 보편적 윤리강령을 제정하여 화학인이 자율적으로 성실히 준수하도록 촉구함으로써 화학인의 윤리의식을 제고하고, 사회적 책임을 다하며, 스스로의 긍지를 높혀 화학 및 관련 기술의 발전에 기여하고자 한다.
 
1. 화학인의 사회적 책임
   화학인은 화학 및 관련기술이 사회 및 환경에 미치는 영향이 지대함을 인식하여 지식 전문직 종사자로서 책임 있는 연구 및 지적활동을 하여야 하며, 그 결과로서 생산된 지식과 기술이 사회의 복지향상 및 환경보전에 기여하도록 할 책임을 항상 인식하여야 한다. 또한 화학 지식 및 기술에 관한 문제에 대해 항상 중립적, 객관적 입장에서 대응하며, 자기의 행위에 책임을 진다.
 
2. 화학인의 기본 연구윤리
   화학인은 연구활동에서 정직성, 진실성과 정확성이 연구 결과의 보편적 신뢰성 확보를 위한 필수 사항임을 확인하고 연구의 제안, 계획, 수행과 결과보고 등 모든 연구활동을 수행함에 있어 이러한 기본 원칙을 추구한다. 
 
3. 보편성의 원칙
   화학인은 인종, 성, 종교, 교육 배경 등을 이유로 차별받지 않으며, 평등한 권리와 의무를 가짐을 이해한다.
 
4. 법령의 준수
   화학인은 연구 및 지적활동의 전 과정에서 관련 법령이 정한 규정과 윤리강령에 적시된 규범 및 국제적 통용 원칙을 성실히 준수한다.
 
5. 연구대상의 존중
   화학인은 연구대상이 생물인 경우 생명의 존엄성에 유의하며 생물 다양성과 환경의 보존에 노력한다.
 
6. 연구자료의 기록‧보존
   화학인은 연구과정에서 사용하거나 생성된 자료를 처음부터 최종단계까지 성실히 기록하고 정한 기간 동안 보존한다.
 
7. 저자표시와 지식재산권
  화학인은 연구업적의 저자표시에 있어 연구의 아이디어 제시, 설계 및 수행, 해석 등 연구에 직접적으로 참여한 자로 제한하고 발표 문건에는 연구과정에서 참고, 인용한 타인의 연구업적을 정해진 방법으로 명확하게 기술함으로써 원저자의 권리와 지식재산권을 존중한다. 연구업적에 표시된 저자는 발표논문의 성실성과 정확성에 대하여 공동책임을 진다.
 
8. 사회에 대한 권리와 의무
  화학인은 새로운 발견이나 연구 및 지적활동의 업적을 사회에 공표함으로써 발생하는 이득을 취득할 당연한 권리가 있으며, 사회가 요구하는 정당한 사항에 성실히 응할 의무가 있다. 또한 전문 직무에 관해 고용자 또는 의뢰자의 대리인, 혹은 수탁자로서 계약을 준수하여 성실히 행동한다. 그 때, 업무 수행상 알게 된 정보의 기밀유지 책무를 진다.
 
9. 연구환경 조성
  화학인은 책임 있는 연구와 지적활동을 수행할 수 있도록 지적 자유, 공평성, 개방성과 상호존중의 환경을 조성하는데 적극적으로 참여한다.
 
10. 연구윤리 전파의 의무
  화학인은 본 윤리강령의 제 규범을 성실히 실천하며 새로이 연구에 참여하는 연구자들이 같은 수준의 연구 윤리강령을 실천하도록 교육 및 전파의 의무가 있다.
 
※ 이 연구윤리 강령은 한국과학기술단체총연합회의 연구윤리 강령을 근거하며 제정한 것임.

Preface
The Korean Chemical Society (KCS), founded in 1946 as an academic organization, promotes research and education in the field of chemistry and related areas as an essential resource for the economic and social development in Korea. Advancement in chemical research can be achieved when all chemists associated with the Society respect and adhere to the ethical standards by which research is evaluated. It is important that the Society needs to establish the highest ethical standards in research for providing guidelines for conducting research and publishing high-quality scientific journals with responsibility.
 
All members of the Society must consent to and follow strict ethical guidelines documented for editors, authors, and reviewers. Chemists fulfill their responsibility to the Society when they understand and follow ethical guidelines. Experienced research chemists should accept the guidelines presented herein. We will remind all members of such significant matters, and it would be valuable to those who are relatively new to chemical research.
 
A. Ethical Obligations of Editors
  • An editor should unbiasedly treat all submitted manuscripts with reasonable speed for the author(s) and must not judge them according to the gender, race, religion, seniority, and affiliation of the author(s) or the personal acquaintance with the author(s). An editor should respect the intellectual independence of the author(s).
  • An editor takes full responsibility for accepting or rejecting a manuscript. Manuscripts submitted for publication may be rejected without external review if considered by the editor to be unsuitable for the journal based on their failure in fitting the journal scope, providing the appropriate contents, writing properly in English, or following the ethical guidelines. The responsible duty of an editor is to find reviewers who are chosen following their expertise to seek advice for judging the reliability and quality of the manuscripts submitted for publication. An editor must communicate with the author(s) openly and transparently. 
  • The editor should not deliver or discuss any information about a manuscript submitted for publication to anyone other than the author(s) and the reviewer(s) until the editor has decided the manuscript. After making the decision of a manuscript for publication, the editor (including the editor’s office members) may disclose the information on the manuscript, including the title and the names of the authors, with the permission of the author(s). The editor and the editor’s office members may disclose the information of a manuscript to the editors of other KCS journals when the manuscript was rejected due to ethical violations.
  • Another editor of the journal or an editorial advisory board member should take responsibility for accepting or rejecting any manuscripts that include or acknowledge an editor. In addition, an editor should delegate the manuscripts submitted by collaborators, colleagues at the same institution, or recent graduates within at least 5 years to another editor or an editorial advisory board member of the journal. The editorial consideration of such manuscripts is not appropriate because they contain a serious conflict of interest.
  • Author(s) may request that the editor does not choose certain reviewers for consideration of the manuscript; however, the editor may use one or more of these reviewers, if the editor thinks that their comments are critical for judging the accuracy and quality of the manuscript or that the submitted manuscript contains opposite conclusions based on results and observations from the previous work of the reviewer(s).
  • Unpublished information disclosed in a submitted manuscript under consideration for publication must not be used for an editor’s research. When a manuscript is related to an editor’s past or current research that can lead to a conflict of interest potentially, the editor must arrange for another editor of the journal or an editorial advisory board member to take editorial responsibility for the manuscript. 
  • If an editor shows the evidence that conclusions or substances of a report published in the editor’ journal are erroneous, the editor should facilitate the publication of a report (usually called “correction”), written by the author(s) (in general, corresponding author(s)), that should describe the errors and possibly correct them with additional experiments or explanations.
 
B. Ethical Obligations of Authors
  • An author should comply with the ethical guidelines described below.
  • Authorship. Authorship indicates researchers’ contributions, with responsibility, to the work reported in a manuscript. 
(a) Author(s) are expected to contribute substantially to designing the work, collecting and analyzing data with interpretation, developing new methods or software for the work, or writing the manuscript. Author(s) should approve the submitted or revised versions and agree with the contributions and responsibility of the author(s) for the accuracy and integrity of any part of the work. The primary affiliation for an author should be the institution where the majority of the work was carried out by the author. The current affiliation of an author may also be stated if the author has subsequently moved.
 
(b) The corresponding author is responsible for (i) the agreement and approval of all authors to be listed and to submit a manuscript to the journal; (ii) all communication between the journal and all co-authors before and after publication; (iii) the submission of a competing financial or interests' statement and a signed ‘license to publish’ on behalf of all authors of the paper; (iv) the identification of any materials in the manuscript that have been previously published elsewhere and submission of the written permission from the author(s) of the prior work or publishers for the re-use of such materials; (v) after acceptance, the accuracy of all contents in the proof, including the names of authors, affiliations, and contact addresses; (vi) after publication, any queries about the published work. 
 
Any changes to the author list after submission [i.e., change in the order of the authors or the deletion or addition of the author(s)] must be approved by all authors and be informed to the editor or the editor’s office members.
 
(c) Consortia authorship: If a consortium is listed as a collective of authors, all members of the consortium are considered the authors and must be listed in the published article. If some members of the consortium do not agree to the author’s responsibilities, the members will be listed separately.
 
(d) The deceased, who met the criteria as an author, should be included with a footnote statement reporting the date of death.
 
  • Other contributions need to be indicated in a footnote, “Author Contribution” or “Acknowledgments”. 
  • An author should report accurate data, sufficient details, and references to reproduce the data presented in a report by a professional.
  • A manuscript submitted for publication should contain comprehensive conclusions that are supported scientifically. 
  • An author should economically and wisely use journal space that is a resource created at a high cost.
  • Upon request, an author should accurately describe materials that were already open to the public and provide data, methods, and samples of unusual materials unavailable elsewhere to other researchers with a proper material transfer agreement to restrict the use of the materials and protect the legitimate interests of the author.
  • Citation. An author should cite the publications that have been related to the reported studies and those that can provide the present research for research history, justification, and, if any, reports opposed to the author’s results and claims to the readers for understanding the submitted manuscript. For the materials used in the work, an author should also cite appropriate sources if those materials were supplied by nonauthors.
  • Quotation. Author(s) should identify the source of all information indicated in a manuscript submitted for publication. Information or materials from private settings, including correspondence, conversation, or discussion, cannot be reported in the author’s manuscript without explicit consent or permission from the persons who originated them. In addition, information obtained under confidential conditions such as reviewing manuscripts or funding applications should be treated similarly.
  • Hazards and human or animal subjects. Any hazards in chemicals, equipment, or procedures used for the work should be clearly indicated in a manuscript submitted for publication. An author should inform the editor of the knowledge, materials, or methods, presented in a manuscript, that could pose a threat to public health and safety, the environment, crops, plants, animals, or materiel. Rules and ethical guidelines of the KCS journals provide mandatory standards of practice in experimental studies performed using biological samples obtained from animals or human subjects. An author must confirm that all experiments were conducted following relevant guidelines and regulations. Studies submitted for publication must present the evidence that the described experimental activities have undergone the local institutional review for assessment of the safety and use for studying animals or human subjects. In the case of human subjects, an author must also provide a statement that the samples for studies were obtained through the informed consent of the donors or in place of that evidence by the authority of the institutional board that licensed the use of such materials. An author must report the identification or case number of the institution's approval as well as the name of the licensing committee with a statement at the section of “Materials and Methods” in a manuscript submitted for publication. Additionally, in that section, an author must describe sex and other characteristics of animals that may affect the author’s data and interpretation. Reviewers may be requested to comment on any studies employing biological samples in which concerns arise.
  • Fragmentation. Fragmentation of the research reports should be avoided. Fragmentation consumes journal space. Reports on similar or relevant studies published in the same journal or other journals give the readers clear literature search and information.
  • It is improper for an author to simultaneously submit manuscripts that illustrate the same research to more than one journal for publication. In general, submitting a manuscript expanding on a previously published but brief preliminary account of the same work is permissible. At the time of submission, however, the manuscript must contain important results that were not included in earlier communications or letters, and the preliminary communication should be cited in the manuscript.
  • When a manuscript is submitted, an author should inform the editor of related manuscripts that are under editorial consideration or in press with descriptions on the relationships of those manuscripts to the submitted manuscript. Such manuscripts should be available to the editor.
  • A study may justify criticism of the studies that were obtained by other researchers. Such criticism, if appropriate, can be presented in the paper. Direct personal criticism of other scientists, however, is not tolerated under any circumstances.
  • All authors must declare (i) any significant financial interest in corporate or commercial entities associated with the subject of the manuscript; (ii) any relationship existing within the past three years with entities that have a financial or other interest in the claims and results described in the submitted manuscript.
  • Image standards. Images that include in a manuscript should be free from any manipulation. A clear description on production of any images should be provided when the manuscript is submitted.
  • Plagiarism and duplicate publication. Plagiarism is not acceptable in the KCS journals. Author(s) should not engage in plagiarism (exactly or almost exactly copying of the contents and the data from other studies). Self-plagiarism that is also known as “duplicate publication” (close replication of the authors’ previously published contents or data without a clear indication of the sources) is completely unacceptable. The appearance of two or fewer same sentences from the paper(s) previously published by the author(s) in the submitted manuscript may not be a duplicate publication. Materials that are included exactly from the authors’ previously published reports must be presented with marks. It is unacceptable for an author to use exactly or almost exactly the author’s work and report the author’s previously published data and methodologies as new ones with no acknowledgment.
 
C. Ethical Obligations of Reviewers
  • A scientist has a professional obligation to respect and follow scientific criteria for reviewing the documents related to research. 
  • A reviewer should promptly evaluate the manuscript(s) assigned for evaluation. When the reviewer is considered unqualified to judge a submitted manuscript, the reviewer should immediately inform the editor of that. A reviewer should have careful consideration for a conflict of interest when the manuscript assigned for evaluation contains any portions of the reviewer’s published or ongoing work. In that case, the reviewer should immediately return the manuscript without review and inform the editor of the conflict of interest.
  • A reviewer should not evaluate the manuscript(s) that are authored or co-authored by a person who has a connection with the reviewer because such a relationship would provide a bias against the manuscript.
  • A reviewer should review and evaluate the quality of a manuscript and its Supporting Information in an objective manner. A reviewer should not judge a manuscript based on the reviewer’s personal belief or hypothesis in science that is not verified.
  • A reviewer should respect the intellectual independence of the author(s). A reviewer must provide an evaluation summary of a manuscript that contains comments, questions, or suggestions on the work, with detailed descriptions. The evaluation report provided by a reviewer should be accurately written and should not include the contents of insulting the author(s). It is forbidden for a reviewer to request an author to further explain the work described in the submitted manuscript or provide supplementary materials for the reviewer’s private purposes.
  • The review of a submitted manuscript can justify criticism by a reviewer. If appropriate, such criticism may be presented in a published paper. In no case, however, a reviewer should include personal criticism of an author in the evaluation report of a manuscript.
  • Confidentiality and anonymity are expected throughout the editorial review process.
(a) Manuscript confidentiality. A reviewer should keep confidential the manuscripts (including data) assigned for evaluation, the reviewer’s report, and related correspondence. Such documents should be neither disclosed nor discussed with others. If the documents were confidentially shared with the person(s) for obtaining comments based on their expertise, their identities should be informed to the editor.
(b) Reviewer and review confidentiality. When a reviewer wishes to disclose the reviewer’s identity to the author(s), the reviewer should consult with the assigned editor, and the decision to disclose such information to the author(s) is the editor’s sole decision. A reviewer may reveal that the reviewer has accepted a review invitation for the corresponding KCS journal. Under any circumstances, however, a reviewer should not be identified for a specific manuscript. Furthermore, a reviewer should not disclose the evaluation contents of a submitted manuscript to individuals or organizations. Peer review confidentiality and anonymity are expected to extend beyond acceptance or rejection of a submitted manuscript.
  • A reviewer should confirm citations of the studies that are referred to in a manuscript. If the results included in the manuscript are similar to previously published ones, the reviewer should immediately report those results to the editor in detail. Additionally, a reviewer should indicate the failure of the author(s) to cite relevant studies by other scientists in a professional manner. A reviewer should inform the editor of any substantial similarity between a submitted manuscript and any published papers or manuscripts submitted simultaneously to other journals.
  • A reviewer should explain the reviewer’s judgment on a manuscript submitted for publication in a report (if needed, relevant citations should be included) for the editor and the author(s) to understand the reviewer’s comments and statements.
  • A reviewer should inform the editor of any concerns from a submitted manuscript that describes the research containing knowledge, products, or methods that could pose a threat to public health and safety, the environment, crops, plants, animals, or materiel.
 
D. Ethical Obligations of Scientists Publishing outside the Scientific Literature
  • A scientist who publishes in the general literature should accurately report observations and data with unbiased interpretations in a scientific journal.
  • For persons who may not have professional knowledge and may not understand scientific terminologies, a scientist may use general words and terms with less precision to promote public understanding. For communication with the general public, some loss of accuracy in scientific expression may be acceptable. A scientist, however, should keep the accuracy of public writing, statements, and speaking.
  • It is unacceptable for a scientist to proclaim any discovery to the public without experimental, theoretical or statistical evidence that warrants publication in the scientific literature. An account of experimental studies and data that support a pronouncement to the public should be quickly submitted for publication in a scientific journal.
  • A scientist should be clearly aware that the disclosure of research findings, including data and observations, in the press, databases, or any bulletin boards may be considered by an editor a preliminary communication in the scientific literature.
